Congressional districts issue[edit]

I'm not sure that it's clearly explained on the article, but Texas got 4 new members of Congress almost exclusively due to the increase in its non-white population in the 2010 census, but the power of non-white voters to determine who gets elected to Congress did not increase proportionately -- it's a convoluted and difficult matter to determine whether there was any increase in non-white voting power at all under the GOP redistricting plan, and there certainly weren't 4 new minority-opportunity districts...
