I'd make both of the above, but the issue is that neither are really govenrments/ Tribal Councils are working gropus but are not legally consituted in the way the Band/First Nation govenrments are; on the other hand they're self-mandating.....I'll create these into the First Nations organizations cat as their parent, perhaps.
