Rationale for this category[edit]

This category was created as a result of an unsuccessful proposal (see here) to merge the categories of "Russian immigrants", "Soviet immigrants" and "Imperial Russian immigrants" to a specific country into a single category of "Russian and Soviet immigrants" to that country.
