Notes:
  1. ^ Reserve teams are not eligible for promotion or participation in the DFB-Pokal.
  2. ^ After the season had finished, Kickers Emden voluntarily withdrew their license application for the following season due to financial issues, and were therefore relegated. As they did not apply for a Regionalliga license, they entered the fifth-division Oberliga Niedersachsen.
  3. ^ Wacker Burghausen were spared relegation after Kickers Emden voluntarily withdrew their license application.
