It seems to be sorghum (Sorghum bicolor) with a recurved peduncle, not really a millet and not really found only in the Turpan basin. Well, it may be a variety found only there, but the recurved panicle trait is common. Sorghum varieties with this trait are found by the hundreds. It is a trait encouraged by selection : awned and recurved panicle provide a dual safety against bird damage to the grain. Old but free litterature on this : H. N. Vinall Et Al., 1936, 1936. This recurved trait is also linked to low density and good growing conditions, the grain fill up too fast & too soon for the young peduncle to support it, that just bend under this excessive weight and then lignify in this position.
