The orientation of Chinese characters is "智仁勇", not "勇仁智"; it's changed by the association. Also, the fonts has something different, and it's also ruled by the association.

@Kintetsubuffalo: You can read the Blue Sky with a White Sun article, here lists the different between the KMT's and ROC's emblem. However, the length of the sunshine in the emblem of Scouts of China is between the KMT's and ROC's. It's longer than ROC's, shorter than KMT's.
