This is clearly not a depiction of the "famous balcony scene" of Act II, Scene 2, but rather of Act III, Scene V, when Romeo descends by the ropes (visible in the painting) brought for the consummation of their marriage in Juliet's chamber. The scene is early morning, not moonlit night, and the couple is much more passionate than their behavior in II,2 (where it's not even definite that Romeo ever ascends to the balcony).
