Wrong bar lines?

I believe this notation is wrong. The bar lines are offset by two quarter notes from what I feel to be their correct positions. It just does not represent the rhythm of the piece as it is currently performed. I think that if this notation represents Haydn's original intention, then either the performance practice has drifted away from it during the intervening centuries, or the bar line symbol itself had a different meaning in Haydn's time.
