Strictly speaking, this would have been better raised at Talk:Luka Magnotta for broader input and a guaranteed reply. The answer is no, because with very limited exceptions, police mugshots are copyrighted. Unless a law enforcement agency has a publicly stated policy of allowing copyright free use, the image is assumed to be copyrighted by the LEA in question. In the past, there have been long running sagas when users wanted to claim Creative Commons status on police mugshots, but I won't bore you with them here.--♦IanMacM♦ (talk to me) 19:01, 21 September 2014 (UTC)[reply]
