Perspective satellite image?

I might be wrong here (if so, feel free to educate me) but from my knowledge, I think it is not possible to photograph an object or a site at this angle from a satellite. Satellites, as far as I know, photograph only vertical. So you would only see the roof but not the walls of a structure. I'm referring to the National Reconnaissance Office article, which uses this image in the history section. The underline says: "(...) as imaged by a US reconnaissance satellite in November 2002." This photograph looks to me as if taken from an aircraft or drone.
