WTF?? What do the numbers mean? Why does 1 Avoirdupois = 16 Avoirdupois??

I was similarly confused about the image. In some instances, the numbers correctly show the multiple used to get from a smaller unit to a larger unit (i.e., 1 grain X 7000 = 1 Avoirdupois), but that doesn't explain the several other instances where, like you said, 1 Avoirdupois = 16 Avoirdupois. Can anyone else offer an explanation or clarification?
