This photo is definitely not of Fourth Avenue in Anchorage. The Inlet Tower is clearly visible in the upper middle of the photo. My best guess is that the photo was taken on 12th Avenue, looking toward the West. Here's a recent hybrid map/satellite photo of the Inlet Tower today:
Note that the elevator shed at the top of the tower has a slightly asymmetrical placement. It is shifted a little to the south.

OK, maybe I should have been more careful about saying 'definitely not'. I now think that the original caption was correct. What I did not know until this evening is that there are *two* Inlet towers, both constructed in 1952. See: http://www.emporis.com/en/wm/cx/?id=inlettowers-anchorage. One of them is indeed on 12th Avenue, and is called the 'Inlet Tower' today. The other is on 4th Avenue and is called the 'McKinley Tower'. After eating dinner at the Snow Goose this evening, I walked around the roof deck and saw the McKinley tower to the east.
