Построен в 1986 году трестом "Саранскжилстрой" по проекту Центрального НИИ экспериментального проектирования зрелищных зданий и спортивных сооружений имени Б. С. Мезенцева. Первоначально предназначался для размещения в нём обкома КПСС и обкома ВЛКСМ. Форма здания символизирует развевающееся знамя, и вначале планировалось выполнить отделку из красного гранита, а не из белого известняка |
