I, tgheretford (talk) believe this picture covers fair use within the article because:

1. It is a low resolution scan of the magazine;
2. It does not limit the magazine publishers right to sell the magazine in any way;
3. The scan is important and noteworthy to the What Satellite and Digital TV article only.
4. The scan is noteworthy because it is the first issue of the rebranding of the magazine from What Satellite TV to What Satellite and Digital TV.
