| Purpose of use |
The purpose, clearly, is to give a picture of the Stephen Hopkins. This is the only picture of it I could find. As it is a picture at the launch of the ship, and as the ship was paid for by US taxpayers, I would assume that the picture of it should be viewable on Wikipedia. Also, this picture exactly fits the definition of "historically relevant fair use". |
