Purpose of use in article (WP:NFCC#8)	Show the "cartoonish" Soviet-era Russian style of illustration used in the book, as discussed in the text. It supports the scholarly analysis of Belomlinsky's illustrations in the paragraph above the image, and is supported by it, so the image is not "decorative" but serves an essential function in the article. The image allows readers from around the world unfamiliar with the Russian edition of The Hobbit to evaluate the quality and style of the artwork for themselves, and to consider whether the scholarly remarks about it are justified. It is the only image associated with that paragraph, so it is not part of a "gallery".
Not replaceable with free media because (WP:NFCC#1)	If this image is in copyright, then any similar image will be also.
Minimal use (WP:NFCC#3)	The image is the only one of this Russian style and edition of The Hobbit on Wikipedia. It is used at greatly reduced resolution. It is the only work by Belomlinsky in the article.
Respect for commercial opportunities (WP:NFCC#2)	The image is already on the web at the stated source at much better resolution. Over 50 years have elapsed since publication. Russian illustrations do not attract much commercial attention.
