This poster is an artifact of the controversy that raged in the New York Jewish community in the 1950s and early 1960s, over a proposal to construct an eruv in Manhattan.
This is a proclamation dated 15 March 1960, signed by 14 prominent New York rabbis, declaring their support for the project, and their intention of authorising the construction unless persuaded otherwise. It was published as a handbill or poster and circulated in the Jewish community.
The eruv was established June 1, 1962; see handbill Divrei Menachem, vol 2 p. 17.
This was countered on 18 June 1962 by a proclamation of the Union of Orthodox Rabbis, signed by five of the most prominent rabbis of the time, banning the project. It can be seen at Image:LES Eruv Issur (2).jpg.

The image is of a handbill promulgated by a committee of rabbis to elicit public support for a position they had taken. By its nature it was intended to be copied and republished far and wide, and is therefore in the public domain. In addition, it was published in the USA before 1978 and does not bear a copyright notice, therefore falling into the public domain. It cannot have been registered after that date, because many of the signatories were no longer alive, and nor was their campaign.
In the alternative, the use of the image in the Eruv article or in any other article discussing this controversy, is permitted as fair use, since it is an irreplaceable image of a crucial document in that controversy. (This may be relevant if anyone wants to reproduce it in a country where it is not PD, but where similar fair use rules apply.)
