| Description |
English: The Consultative Assembly of the Council of Europe adopted this 15-star flag in September 1953. It was then rejected by the committee of ministers. (note: this flag is sometimes erroneously depicted with a sky blue background. The documents of the Council of Europe indicate that the background was azure (blue in heraldic). When "sky-blue" is mentioned, it does not refer to the shade, but to the symbolism of the colour.)

(note: ce drapeau est parfois représenté avec un fond bleu ciel. C'est incorrect.
