I believe this image can be used under the fair use doctrine in the article Powermonger because:

1. It is one low resolution still image from a computer game, and as such it does not hurt the commercial interest of the copyright holder.
2. It significantly improves the article because it shows the game in question
3. No freely licensed alternative exists or is likely to be created.
