English: (Sept. 18, 2007) PETROPAVLOVSK, Russia - A Russian Border Guard vessel escorts the U.S. Coast Guard Cutter Boutwell here. The Boutwell arrived here as U.S. Coast Guard representatives for the North Pacific Coast Guard Forum (NPCGF). The forum was developed to increase international maritime safety and security in the Northern Pacific Ocean and its borders.
