Purpose of use	Further explanation of the fair use rationale of this picture, I am aware this might be pushing the policy: This picture is, to my best knowledge, the only available illustration of how the area of Hochland Park looked like before blacks were evicted from Old Location.* The author of this picture is unknown. It has been shot some time in the 1950s but definitely before 1963. The picture is a digitized copy of a real photograph from the Namibian National Archives (check). It is as such sufficiently reduced in resolution, compared to the original picture.
Replaceable?	It cannot possibly be replaced with anything else, the suburb it depicts has been destroyed in the early 1960s.
Other information	The Namibian National Archives does claim some sort of copyright on their material. The exact wording of this claim is, however, not available online. (I have personally asked the director of this institution.)* The testatrix of the publisher of this digitized copy released all content of the web site into the public domain.
