Purpose of use in article (WP:NFCC#8) The image illustrates what early webcomics looked like, in a time when bandwidth was a real limitation. The image also depicts NetBoy, one of the earliest known webcomics, and a particularly influential one at that.

The image is also used in the article on NetBoy itself, in order to illustrate the subject of the article. It is the only non-free image used in the article, and is necessary to show the artstyle, subject matter, and main character of the webcomic.

There are no free images on Commons for webcomics from the early 1990s. This is really the kind of thing that should be shown to be understood.

Of course, the image will be used only once in said articles.
