Kauffman USN, Captain of the Yard, Mare Island, is at left; Rear Admiral David W. Bagley, USN, Commandant, Mare Island Nay Yard, is in center: Lieutenant Commander John E. Whelchel, USN, is at right. Whelchel was the first Commanding Officer of MCCALL.
