Not replaceable with free media because (WP:NFCC#1)	Images of Jessie Franklin Turner are very difficult to find. This photograph, taken two years before her death, is the only one I have been able to locate. As she is deceased no free image can now be created.
Minimal use (WP:NFCC#3)	It will only be used in the biographical article on the subject.
Respect for commercial opportunities (WP:NFCC#2)	. This image is a low resolution screen shot of a newspaper clipping. The quality of the newspaper reproduction is significantly inferior to that of the original photograph and whilst instructive enough for use in the article, it cannot feasibly be used in any commercial capacity. It is used only to illustrate the subject of the photograph The subject is deceased and no free image of her can now be created It is used for educational purposes.
Other information	The subject of the photograph has been deceased since: 1956 According to this addendum, the photograph was taken by Aime Dupont. NB: Mrs. Charles Hiram Ferguson was Jessie Franklin Turner's married name.
