Date of publication	It has only been used online once in August 2015. The original source is unknown but the picture was taken sometime during the 1990's. The person in the picture passed away in 2000.

Purpose of use in article (WP:NFCC#8)	for visual identification of the person in question, at the top of his/her biographical article
Not replaceable with free media because (WP:NFCC#1)	It is someone who is no longer alive and I only have access to internet material. Having searched google the image has only been used online at rovers.co.uk.
Minimal use (WP:NFCC#3)	It will be used once as the main picture for the Jack Walker article.
Respect for commercial opportunities (WP:NFCC#2)	The individual in the picture is no longer alive and there are no related commercial opportunities. Its highly unlikely anyone at Blackburn Rovers would object to this picture being used.
