Hitler is dead (I hope), so no more pictures. It's been 72 years so I doubt a free version is likely to surface now.

Well, I suppose there are commercial opportunities. You could put it in a book you're selling. Make a postcard and sell copies at Republican Party meetings and rallies, I don't know. That's assuming that you can figure out who owns the copyright and get them to give/sell permission for you to use it. So, I don't know. Delete the file if you think that's a deal-killer I guess. Fair use of 72 year old pictures of important historical events is usually considered legit fair use tho.
Other information At the source, the photo is labeled "Courtesy Corbis". Corbis was a private photo archive. They belonged at one point to Microsoft, and later were sold either to Getty Images or some Chinese company, or maybe both at different times.

The copyright probably and presumably belonged to the Federal Republic of Germany at some point. How, why, or if the copyright was transferred to a private company we don't know.

Per the Bundesarchive project, photos of several of Hitler's speeches were uploaded to Commons and licensed under Creative Commons Attribution-Share Alike 3.0 Germany by the Bundesarchive, but not one of this speech (that we can find). We don't know if this is because the Bundesarchive doesn't own one or some other reason.

(It's just barely possible, we suppose, that the photo was taken by someone from a private newspaper such as Frankfurter Zeitung or whatever, in which case the copyright would devolve to the newspaper or its heirs, or possibly to the estate of the photographer, if their identity is known.)

In any case, there's a reasonably strong claim of fair use here, as the article is about a historical speech, which is partly a visual event, and so if you're going to have any fair use images at all you'd think photos of speeches would be one of the times you'd allow it, particularly since the Bundesarchive may not possess an equivalent image.
