1. Although the individual is supposed to be alive, he is a fugitive hiding from the international police network. It is not possible to obtain a free image unless he is captured.
2. The image is a low-resolution, non-commercial image and it is unlikely to harm any commercial exploitation of its copyright owner.
3. Since Interpol is an intergovernmental organization and not a commercial content provider, use of this image is unlikely to have any negative effect on its market value.
