Use in article (WP:NFCC#7) Grigory Mairanovsky
Purpose of use in article (WP:NFCC#8) for visual identification of the person in question, at the top of his/her biographical article
Not replaceable with
free media because
(WP:NFCC#1)
There are VERY few pictures of this person, he worked for the NKVD after all. If descendants exist (none are known) they wouldn't come forward to release a picture given this individual's reputation is that of Joseph Mengele.
Minimal use (WP:NFCC#3) Just for this person's biography.
Respect for
commercial opportunities
(WP:NFCC#2)
This person is quite despised to the point of de-facto self-censorship, hence not much value to sell the photo to publishers or anything like that, IF the photographer is still alive (probably not).
Other information The subject of the photograph has been deceased since: 1964

In all likelihood, the photographer is deceased.
