• Image is used internationally on posters, at official meetings of the Central Tibetan Administration, and by various RS and Tibetan advocacy web sites.
• The image is accepted by RS, CTA, and advocacy groups as an acceptable version of Gedhun Choekyi Nyima's reasonable likeness.
• The image cannot be replaced by another free image of a computer-generated forensic image at 30 yrs of age.
• The image is of an internationally important person, the 11th Panchen Lama, who was reported as abducted 25 years ago.
• The caption from its location at CTA provides additional information, (https://tibet.net/where-is-11th-panchen-lama-bbc-broadcasts-the-image-of-11th-panchen-lama-24-years-after-the-abduction-by-chinese-government/) and reads, "A comparison image showing Tibet’s 11th Panchen Lama, Gendun Choekyi Nyima as a young child in the left and how he may look like at the age of 30 in the right after his abduction by the Chinese Government. • The image's caption presently includes a credit to the author of only the right image, Widden, in an intended effort to comply with a non-free fair use label of file. If the author's name is not necessary or advisable, please advise.
• The left image, a photograph of Gedhun Choekyi Nyima, is already located in Wikipedia's image library.
• The numerous users of Widden's forensic image at public functions which focus on the history of the abduction and the whereabouts of the abducted Panchen Lama establish fair use, in this specific instance, on a page whose topic matches these current fair use examples.
