The purpose of creating the image was to illustrate the resemblance of the abducted 11th Panchen Lama, Gedhun Choekyi Nyima, 25 years after his last photograph was taken and to broadcast his likeness in order to increase chances he would be located, and for other reasons.

No, since it is the only widely used and generally approved likeness of the 11th Panchen Lama
