Summary

Description
English: Paper car wheels consisted of compressed paper sandwiched between steel plates (note the nuts and bolts on the wheel face) pressed into a flanged rim. The thought was that it produced a better and quieter ride, but they often failed resulting in serious derailments.
According to [1] this is the "Hocking Valley Railroad accident near Pemberville, ca. 1933. Courtesy of the Pemberville Public Library via Ohio Memory". Which appears to be referencing this, working link https://www.ohiomemory.org/digital/collection/p15005coll18/id/577/rec/1 - It's likely the copyright wasn't renewed, though.
