Purpose of use in article (WP:NFCC#8)	Operation Spectrum was created by Victoria Police to investigate Mr Cruel and produced this poster that was in an Australian first distributed to all homes in Victoria, some in New South Wales and some in South Australia. Huge versions of the poster were posted in public places.
Not replaceable with free media because (WP:NFCC#1)	There is no alternative.
Minimal use (WP:NFCC#3)	It will simply serve as the infobox image for the Mr Cruel article with a reduced image size.
