Summary

Description
English: Caricature of Carter Harrison, Mayor of Chicago. The emblem in the upper left reads, "Will: To the people belong the streets" and has a picture representing the "Allen bill", which was signed by Illinois governor John Riley Tanner, ceding control of Chicago's intra-city transportation to financier Charles Yerkes. In the pockets of the two people are being held by Harrison are labels that read "franchise grabber" (left) and "street grabber" (right).
