C. C. Too with his Panglima Setia Mahkota medal in 1986. This was scanned from page 244 of his authorised biography, The Story of a Psy-warrior: Tan Sri Dr. C. C. Too by Lim Cheng Leng. Lim does not provide a source for this picture, but presumably the copyright rests with Too's estate.

Its usage is asserted to be fair use under American law because the picture is of too low resolution and visual quality to detract from commercial usage of the work by its owner, and because its usage is in an educational context. The image is not replaceable with a free alternative because the subject is dead.
