Zum ersten Male nach dem Zusammenbruch hatten sich die Ministerpräsidenten und Vertreter der deutschen Länder, mit Ausnahme der 5 Ministerpräsidenten der sowjetischen Besatzungszone, gemeinsam an einen Konferenztisch gesetzt, um die für die deutschen Zukunft wirtschaftlichen und politischen Fragen zu erörtern. Die Konferenz fand am 6. und 7. Juni 1947 unter Vorsitz des bayrischen Ministerpräsidenten Dr. Ehard in München statt.
