For documentary purposes the German Federal Archive often retained the original image captions, which may be erroneous, biased, obsolete or politically extreme. Am 17.1.1989 verhandelte der II. Senat des Bundesverfassungsgerichtes über die Verfassungsmäßigkeit des Bundeshaushaltsgesetzes für 1981. Damals hatte die SPD/FDP-Koalition die Kreditermächtigung für den Haushalt um 1,9 Millarden DM höher angesetzt als die für Investitionen vorgesehenen Ausgaben. Da nach Meinung der damaligen Opposition, der CDU/CSU-Bundestagsfraktion, hiermit gegen Artikel 115 des Grundgesetzes verstoßen wurde, hatten 231 Abgeordete der CDU/CSU-Fraktion am 6.9.1982 den Antrag beim Bundesverfassungsgericht gestellt, die Bestimmung über die damalige Kreditermächtigung für verfassungwidrig zu erklären. Artikel 115 verpflichtet, die Verschuldung unterhalb der für Investitionen vorgesehenen Ausgaben zu halten. Die Entscheidung in diesem "Abstrakten Normenkontrollverfahren" soll am 18. April 1989 verkündet werden. |
