The Russian licence is placed here on the understanding that the Soviet Communist Party was a state government agency, and that the Communist Party's official photograph of Bunchikov, on the occasion of his receiving the Honoured Artist of Russia award in 1944 (i.e. this image), is a state agency document. NB: As an All-Union Radio artist, and possibly also a member of the military in WW2, he was a government employee at the time.
