I sincerely hope thatthe present Legislature will in the same spirit, and with the same liberalityas heretofore, aid this Department in caring for the States property andinterest in the forest, fish and game, all of which are totally unlike the manyother interests of the State, in that they are perishable and easily destroyedif not promptly and properly guarded and protected. The business of theDepartment is rapidly and constantly growing, and the work necessarilyincreasing day by day. The greater activity in the Department has natur-ally met with a corresponding increased interest among the people whichhas added very largely to the office work and to the work of the LegalDepartment. I trust that the improved conditions, as indicated by thisreport, will be as pleasing to the Legislature as they are satisfactory to theDepartment. All of which, with the reports of the various heads of Departmentshereto attached, is herewith respectfully submitted. James S. Whipple, Commissioner.

Middleton, Forest, Fish and Game Commissioner: SIR.—In accordance with the requirements of the State Forestry LawI respectfully submit my annual report on the work of the ForestryDepartment and matters pertaining thereto for the year 1904. Forest Fires It is a matter of congratulation that during the past season there hasbeen throughout the forests of the Adirondack and Catskill regions anexemption from fire as remarkable as the great destruction which made theyear 1903 a memorable one in the records of this Department. This resultwas due largely to the favorable weather which characterized the season of1904, the frequent rains, and the absence of any prolonged period of drought.Furthermore, the thorough organization of the fire-wardens and their depu-ties in each town, together with the vigilance and activity displayed by theseofficials, contributed materially to the almost complete immunity f
