This image shows a copyrighted work of architecture from a country with no freedom of panorama exception. In accordance with a general consensus (2012), English Wikipedia only follows the copyright law of the United States (Title 17 of the United States Code). Therefore, the U.S. freedom of panorama (for architecture only) is applied to images of all copyrighted architecture from countries with no freedom of panorama exceptions. Although this image is free under US copyright law and thus acceptable on the English Wikipedia, it is believed to be non-free in its home country, Kazakhstan.
