Purpose of use in article (WP:NFCC#8)	The image was made to support the anime's concept, as the article quotes from the text of the proposal: "the kind of project that will make people look again at the society around them and reassess it for themselves...If normal things now look impressive and interesting because they’ve been seen in a different world, then we’ll have achieved what we set out to do."
Not replaceable with free media because (WP:NFCC#1)	This was one among the actual 30+ images used to support the proposal discussed in the article text; as a group, they are not replaceable (since only that set of images was relevant to this particular historical context); please see below regarding the replaceability of this particular image among the set.
Not replaceable with textual coverage because (WP:NFCC#1)	Anime is a visual medium, and the text of the proposal speaks of the importance of how Royal Space Force must visually depict the ordinary details of an imaginary, constructed world as a focus of viewer attraction. This particular image was chosen because it depicts not only a typical street scene in this constructed world, but the anime’s protagonist surveying it in the same way that the viewers of the anime will themselves be encouraged to.
Minimal use (WP:NFCC#3)	The image is 25 KB and is greatly reduced from both its original print resolution in the source material, and the resolution of the original scan from that material. This is a single image chosen out of over 30 that supported the anime proposal, as discussed in the article.
Respect for commercial opportunities (WP:NFCC#2)	It is not likely that the use of this image on Wikipedia will replace the original market role of the original copyrighted material. As mentioned above, the image is considerably reduced in quality from the source material, and the image itself represents less than 0.1% of the total content of the original copyrighted material.
