Removed alt text[edit]

I'm all for descriptive alt text, but in the context of a navbox, briefly identifying the navbox topic is best. Even though I removed the alt text here, the alt text would be very useful on United States Department of Homeland Security directly, where the images are described but currently missing alt text.
