Tibet not a part of China?

I understand not including Tibet as a part of China in the First World War, but if that's the case then shouldn't Mongolia and Xinjiang also be excluded as the central government lost effective control over these regions too, if not more than Tibet? As it stands it looks misleading and promoting a Tibetan separatist agenda.

This map needs to be updated to show senussi holdings in libya and egypt from 1916 to 1918 as they were aligned with the central powers and fought the british, italians, and french.
