Easter egg? Or What?[edit]

Hey in the picture of half-life cover art, on the left, there is a symbol that says C 14, that's city 14? right? In half life 2 the 2nd city mentioned in the game (except the City 17) is City 14, it can be seen in the wall of the arrivals, and you can hear the 2 citizens that are near the fence between the train station and the security, talking about "Oh it's Dr. Breen, i thought i'd see him last at City 14" and the other replies Don't say that too loud,this is the head of his administration. So, it may be a coincidence that before city 17 was even mentioned, city 14 was mentioned in hl2 and the artbox of half life. It may be an easter egg of valve, but HOW? HOW?
