That are not letter S around cross. It is smiths tool and in combination with cross it means 'Vatrom cemo krst braniti'('With fire we shall defend the cross'). And eagle with two heads means that Serbs look both east and west.

The same situation as with the flag. Here is a new version of Coat of arms:

The so-called letters S in Serbian script are not that at all they are fire steels and the symbol is an old Christian Byzantine symbol used by the Serbs as their empire had strong pretenses on Byzantine power at its height, from there is the symbol of the double-headed eagle. I wonder why no on updates the image of the Serbian arms now that the standard has been entrenched into law.
