This is incorrect. Annex I to Protocol Additional I to the Geneva Conventions of 1949: Regulations concerning identification, as amended on 30 November 1993 (available here), article 16 (International distinctive sign), reads: "The international distinctive sign of civil defence provided for in Article 66, paragraph 4, of the Protocol is an equilateral blue triangle on an orange ground. [...] 2. It is recommended that: [...] c) no angle of the triangle touch the edge of the orange ground". Thus the background should be either a somewhat larger circle or just a larger, plain square.
