Summary[edit]

Robert Paul Prager (1888-1918), German miner, political activist, and lynching victim. Press photograph by International Film Service Company, via the archive of the St. Louis Post-Dispatch. Almost certainly first published prior to 1923, which would be Public Domain. This image digitized by Tim Davenport ("Carrite") for Wikipedia from the book by Carl Weinberg, Labor, Loyalty, Rebellion: Southwestern Illinois Coal Miners and World War I. (Southern Illinois University Press, 2005), photo plates between pp. 92 and 93.

Fair use rationale[edit]

1. This is the rendition of a deceased historical figure for illustration of a non-profit encyclopedia article about the subject.
2. There are no free use alternatives to this image.
3. This is a press photograph created by a defunct press organization by an unknown photographer; there is neither a photographer nor a firm from which to obtain rights.
4. This is a low resolution rendition of the original image; any commercial value of the original is untrammeled.
5. In all likelihood this press photo from 1918 was published in the USA prior to 1923, making it public domain in any event.
6. The use of this photo helps to advance knowledge about the subject of the photo.
