Из немецкого владетельного рода герцогов Ольденбургских, сын принца П.Г.Ольденбургского, правнук Императора Павла I. 14.5.1896 г. назначен членом Государственного совета 02.03.1914 г. - сенатором. В 1914 г. получил право пользоваться титулом Его Императорского Высочества. Вел обширную научно-просветительскую деятельность, сыграл значительную роль в развитии медицинской науки, здравоохранения и курортов России.
