1. the article includes sourced commentary on the report pictured
2. the screenshot is presented in lower resolution;
3. it is a still image from a longer video, and since no other stills from this video is available here the proportion of reproduction is low
4. the report itself was available online from Fox News, and may still be, barring technical difficulties
5. it shows Swedish subtitles, signifying how the Fox News report was shown on Swedish TV
6. no adverse affect on market for the work reproduced
