One simply does not exist. Dr. Franz is not a person whose fame has translated to a large photographic presence. I have reached out to his descendants and have received no contact. I have also attempted to acquire a copy from the University with no luck.
Minimal use (WP:NFCC#3) The image is simple, black and white, and will be used on a single article.

The photograph exists in only one place on one obscure new article about the various historical rectors of the university, and is not used in promotional materials. indeed, Dr. Franz's legacy is such that I doubt the university would advertise his tenure there.
