Deputy of the parliaments of the Georgian Democratic Republic and the Azerbaijan Democratic Republic, People's Commissar of Justice of Azerbaijan SSR (1920), People's Commissar of Labor of the Azerbaijan SSR (1920), People's Commissar for Military and Naval Affairs of Azerbaijan SSR (1920-1923).
